I've been wondering if Set_OS also works when creating a launcher because I need the launcher to run under Windows 98?

Of course Set_OS also works when creating a launcher.
Indeed, Set_OS sets every executable file in the prefix to run in Windows 98 mode and launchers are just links to executable files.
