Can this program be opened using PlayOnMac?

I am playing the Sims 2 on my Mac, and I would like to use an external program called the LotAdjuster which is a tool for building better houses. I attach a picture to show what kind of program it is.

I have tried opening it using PlayOnMac, but I am greeted by an error message and a sad emoji. I have no idea how to circumvent this error, as I am very new to PlayOnMac (and all similar programs such as Wine) https://vidmate.bid/  .

Do you know if this program can be opened at all using PlayOnMac?

I know what I'm about to say may sound a bit suspicious, but would any of you be willing try to download this program themselves, to check whether it can work? This LotAdjuster tool is very safe, it is very light (only 2.3 MB), it has been used for literally 10 years by Sims players, and the website I linked above is the official site for Sims-related downloads. But I would understand any skepticism on your part.

Also, in case it is helpful, these are the details of my Mac:

MacBook Pro 13-inch, 2019, 1.4 GHz Quad-Core Intel Core i5, with macOS Ventura 13.2.1.
