Steam on Monterey?

I have a MacBook Pro running Monterey 12.6.1.  The MacBook has an Intel i5 processor and an Intel Iris Graphics 6100 graphics chip.  I have PlayOnMac 4.4.3.

I'm trying to install Steam so I can play Portal (oldie but goodie) (which I paid for when it came out).  It keeps hanging.  Looking at the debug log it's trying to load DLLs it can't find:

05fc:err:module:import_dll Library DWrite.dll (which is needed by L"C:\\Program Files (x86)\\Steam\\bin\\cef\\cef.win7x64\\libcef.dll") not found

05fc:err:module:import_dll Library libcef.dll (which is needed by L"C:\\Program Files (x86)\\Steam\\bin\\cef\\cef.win7x64\\steamwebhelper.exe") not found

05fc:err:module:LdrInitializeThunk Importing dlls for L"C:\\Program Files (x86)\\Steam\\bin\\cef\\cef.win7x64\\steamwebhelper.exe" failed, status c0000135

Has anyone seen this or, even better, know what to do about it? I've seen messages in other fora implying someone has done it.  Help?

PS: I'm trying a Windows wrapper because Portal won't run on a 64-bit-only Mac, otherwise I'd just run it normally from Mac Steam.
