At https://www.playonlinux.com/wine/binaries/phoenicis/proton-linux-x86/ and at https://www.playonlinux.com/wine/binaries/phoenicis/proton-linux-amd64/  I see a list of Proton binaries. But they are outdated, because Steam has Proton 6.3-3 as the latest version.

Where can I download precompiled binaries of the latest Proton version, which I can easily use in PlayOnLinux?

At https://www.youtube.com/watch?v=S7UP8MF9ne4 "LEVEL UP Linux Gaming with ProtonUp!":

What's better than Proton for gaming on Linux? A bleeding-edge, rolling release version of Proton! What's better than THAT? Installing and updating it automatically!

Is Proton Up maybe suitable to be used in PlayOnLinux?

Proton is not suitable for PlayonLinux. Phoenicis (it's Playonlinux v5 project) can, but the Proton versions builds available for are quite old.

This is one of winebuild project next step. We plan to support the newest version of proton by the end of the year if everything goes well

Also, an update of POL 4 should allow to have access to other wine distributions
