Starting a full screen game on secondary monitor

I have recently installed a game (Witcher Enhanced Edition), and I noticed that it is always starting on the build in monitor of my laptop. While it's possible to set it to windowed and move it to the other one, the resolution stays low.

Is it possible to change the monitor the game will start on?
