[Steam] Webhelper log spamming

Since today the Steamwebhelper tries to start every second or so spamming the logs.

Reason is the known issue with DWrite.dll crashing the Steamwebhelper.

For now the only workaround I have found is to start Steam with the -no-dwrite argument.

Wine Bug 38960 may be related to this problem which is not completely fixed until this date.
