can't install skyrim from cd!

trying to install skyrim from cd no mater what i choose PoL installs steam.

hellu	Hello! I want to install skyrim from my big brothers old cd but when I go through the installation wizard, PoL tries to install steam even though i set it to install from cd. I've tested if the buttons are just reversed and that doesn't seem to be the case. thanks in advance and sorry for any potential bad english.
