I installed hearthstone through the PlayOnLinux launcher. But I can't get the region select box to come up. Nothing happens when I click on it. How do I fix that?

Try clicking on the select box and moving your cursor downwards; it's actually there, but doesn't appear unless you move your cursor above it. At least that's the case with my installation.
