I'm wondering why I can only see Wine version up to 1.7.25, when versions as high as 1.7.7 are available. On the other hand, when I go to the WineHQ website, I see the same thing. Their app database has data for versions up to 1.7.7, but their main page reports 1.7.25 as the latest dev version.

So what's going on here?

Sorry. It's not always like that, and even according to that article, there aren't really any rules. Being someone who knows what a decimal point means, you can understand my confusion when someone does it the other way.

Because it uses arabic numerals and doesn't have any letters in it, the automatic assumption is that it is a base-10 (also known as "decimal") notation.

I've always just seen it as sort of a kindergarten interpretation of decimal notation. 1.7.7 is properly noted as 1.77. I understand that isn't what's going on here, but when I see two decimal points in the same string, that's how I initially translate it. Again, that's because I'm a math person who expects the rules to always be the same. Because math just is, regardless of context. What REALLY throws me is going back and forth between the American and European notations, because commas and points trade jobs.

You really do not want to have all your software versions written like that, it would not be clear at all.

As for the versioning system, it is pretty standard. I mean, textbook, generic, "as-standard-as-it-gets" standard. I am sure that we can mark this topic as "resolved". :D
